Betsy - Matt, My deepest sympathy at your loss. I am sorry I did not hear about Phil's passing in time to attend his service. Over the early years of my career, I was privileged to work for "Max" in several different capacities. As Bob noted, he was demanding and could be a little picky, but, the things he focused on were the important things. And yes, I was also one of the young Pers Officers that he told to get a haircut. However, my favorite Phil Coffey story occurred in 1975 when we were working in the Employment Office. We were going through an austerity period and someone from Finance suggested that one way to reduce the recruiting budget would be to eliminate our subscriptions to the magazines that we placed in our reception area for applicants to read while waiting for appointments. I think that it represented an annual saving to the Agency of less than $100 a year. Phil thought the idea ludicrous in view of the negligible saving. His response did not garner any friends in Finance but those of us that got to read it loved him for it. The short version was that he stated that it was a splendid idea and he would compensate by asking his employees to donate copies of their subscriptions from home. He had a list of magazines that he could replace (I was to donate my Sports Illustrateds but I objected to giving up my swimsuit issues) and he finished his diatribe by stating would get his son Matt to donate his Ranger Rick comics. It was a perfect example of Phil's no-nonsense approach to work yet retaining a sense of humour. I learned a lot from Phil and it served me well over the years. Again, you have my deepest sympathy.
